Civic Systems Strategist

A nationally recognized leader in mental health
and reform of the justice system. As an Associate Administrative Judge in
Miami-Dade County (2001–2024), he pioneered diversion programs for
individuals with serious mental illnesses, reshaping how courts address
behavioral health. He chaired Florida’s Supreme Court Mental Health
Subcommittee, producing the landmark "Transforming Florida’s Mental
Health System" report, and founded The Leifman Group to advance whole-person care across justice, housing, and civil systems. His work has
earned top national honors and inspired reforms nationwide.
